[PEP] Improve PEP usability

IMHO the PEP preferences in pref window are not really needed and therefore lead to confusion.

Proposal:

• add "Publish Tune" checkbox to account context menu. (option per account)
• remove options to explicitly enable Mood/Activity/... When we open the dialog and click OK, we really want to publish it. It would be easier to only require one step.
• remove disable pep options from GUI. Most people will not disable it (IMHO).

Yeas, that is what I meant. Maybe we can skip the first SEPARATOR but you got the idea.
