[PEP] PEP info stored per resource

Description

Guess a contact is online with two resources and Res1 is publishing new PEP info. We must assure that the info is also added to the contact instance of Res2 and not only to Res1.

This also applies for our SelfContact?. When we are online with several resources and publish new PEP info the updates are pushed to all connected resources. We just need to handle it correctly.
