Description

As described here: http://www.jabber.org/jeps/jep-0133.html#announce gajim should be able to send a message to all online users (if you are jabberd admin, of course)

if it really an xmpppy-related ticket? You can do 

registerHandler('iq',commandsclient,ns=xmpp.NS_COMMANDS)

and write commands client. I do not see for now what can be coded in xmpppy for it.

MOTD is done, but not the way described in JEP-133 see ticket #648 for that
