Reorder the contact menu in groupchat

Right now, we have this menu :

Add to roster
Send PM

I propose to use a order that is more like the one of roster contact :

Send PM
Add to roster
Change User mode =>  (submenu without kick and ban)
Kick
Ban
----
Info
History

I am not very keen of "Change user mode", but i was unable to find a better label, proposal welcome. My motivation for getting kick and ban out of the submenu is because they are action, no states ( even if, from a technical point of view, they are ). Using this is a immediate action, so it make sens to separate from the others, imho.

There is an "Administrator" menu in rooster. I would call it the same here, as all these mode changes can only be triggered by groupchat owner/admins.

ban and kick are only available to admin .. so normal users will always see 2 inactive menuitems. It's why I think it's good to keep them in the administrator sub menu
