gajim and gnupg integration bug

Description

Gajim stuck on contact when he found that contact supports gpg encryption but gnupg is not installed.

To reproduse make sure that your roster contain a contact which supports gnupg encryption (it seems that only tkabber publish this). Remove gnupg package. Restart gajim.

You will see that no gc bookmarks will be added and contactlist will be not fully loaded.
