No popup when tab opened

When I have a tab opened with a contact, I don't see popups for contact in/out for him. If I have no open tab with this contact it works. The sound always work.

I user 'always' for "one message window" tabs and old style notifications.

I hope it's not a feature...

I think that this should be connected with ticket #1005.

Let user choose if s/he wants to get sound/visual notifications if the tab is closed and/or opened (and the window doesn't have focus -- so the user is probably doing something else on another desktop/another app).

I think this goes well with the way #1005 is meant to be.
